More than 100 new apartments are in the pipeline for downtown Troy, all set to open next year. It’s part of a surge in market-rate apartments being carved out of vacant buildings in the Capital Region’s downtowns, from Schenectady, where lofts and an ambitious waterfront development along the Mohawk are being built, to Albany, where empty former office buildings, schools and even a bank are being converted to residential use.
