Baltimore Mayor Brandon Scott signed four bills to reduce red tape for housing development, including eliminating parking minimums, allowing single staircases in residential buildings up to six stories, and increasing flexibility for building size and shape in residential zoning. City leaders say the changes will help make housing more affordable and abundant in Baltimore while tackling issues like homelessness and increasing rents.
