San Francisco and San Jose are looking to expand shelters and transitional housing in new neighborhoods to move people off the street quicker, but resistance remains high. Beginning in January, the city will be prohibited from opening new shelters or transitional housing facilities in neighborhoods where the number of existing beds and services exceeds the number of unhoused residents.
