Legal experts say California could go it alone if the federal government stops regulating greenhouse gases, with California and other states in theory able to set their own greenhouse gas rules for cars and trucks, regulations previously superseded by federal authority. While experts agree the legal avenue exists, attempts by California to regulate greenhouse gases independently would likely face lawsuits from the Trump administration and the auto industry and could risk a costly patchwork of standards across the country.
