Every road should indeed face a price equal to its marginal social cost, in most cases, the social cost of using a road is nil. In the first six months of operation, vehicle entries into the congestion relief zone fell 13 to 14 per cent, average speeds in that zone have increased 11 to 20 per cent, the program is generating revenue on track for $500 million in 2025, and spectacular operational success hasn’t made it politically secure.
