A new Waters of the United States (WOTUS) definition proposed by the EPA would give builders relief from federal permitting delays, but environmental groups warn it could leave cities more exposed to flood and water quality risks. Under the new rule, counties would be responsible for essential water infrastructure, including public safety water conveyances, municipal separate stormwater sewer systems, green infrastructure projects and water reuse systems, according to the National Association of Counties.
