Urban rail, in the end, is going back where it began. The general route approved unanimously Thursday night by the Austin City Council — from near Highland Mall, through the University of Texas and downtown, and then southeast along East Riverside Drive — is little changed from a 2010 version that for a while seemed headed for an up-or-down bond election.
