This circular is new guidance on the use of FTA funds or FTA-funded real property for joint development, and consolidates all FTA guidance on joint development. This circular incorporates provisions of the Moving Ahead for Progress in the 21st Century Act (MAP-21), Pub. L. 112-141 (2012), and is effective October 1, 2014.
