California’s Effort to Fire-Harden Homes Faces Delays and Deep Divides

The Zone Zero regulations, designed to keep embers from igniting homes, have drawn more than 4,000 public comments and fierce debate over plants, property rights and policy. As the committee remains stuck in the weeds, it’s looking more and more likely that the board will miss its deadline (for the second time), even after Gov. Gavin Newsom signed an executive order resurrecting the efforts and ordering the board to finish the regulations by the end of the year.
