Municipal utility districts were created to finance the basic infrastructure required to build homes on vacant land without utility service. Developers issue bonds to pay for necessities like water and wastewater, and future homeowners pay back that debt through their property taxes. Legally, they’re considered water districts, and they were meant to be temporary.
