Washington, D.C. achieved a 68 percent increase in new housing construction by 2025 by taking a ‘post-neoliberal’ approach, setting ambitious public goals, leveraging government financing, and leading coordinated efforts, surpassing cities that relied on YIMBY-style deregulation, zoning reform, or upzoning. The city built more than 40,000 units over six years, outperforming comparable cities and demonstrating that direct public investment and planning can drive rapid, abundant housing growth.
