About 40 U.S. jurisdictions have adopted preapproved building plan programs that provide reusable, pre-vetted blueprints to developers, reducing preconstruction approval times and cutting overall development costs by roughly 1%–2% per home. Four states have passed related legislation, and bipartisan federal bills have been introduced to expand adoption as cities seek to address housing shortages and affordability challenges.
