Harris County leaders are shaping a wide-ranging flood resilience plan, set for completion in early 2027, to build on more than $5 billion in flood-mitigation construction projects by addressing the well-being of communities facing the physical, social and economic hardships of flooding. The resilience plan will feature actionable recommendations for readiness, from evacuation planning to food access and nature-based solutions, and seeks public input through meetings and surveys as infrastructure remains the big elephant in the room.
