San Fernando, the oldest town in the San Fernando Valley and one of the smallest in Los Angeles County, avoided annexation by the city of Los Angeles due to its natural abundance of groundwater, allowing residents to vote for incorporation as an independent city in 1911 and continue drawing water locally, unlike neighboring towns that joined LA for aqueduct access.
