The County of Kauaʻi and Hawaiʻi Sea Grant developed a framework to help Kauaʻi’s communities prepare more effectively and better support recovery following natural disasters. The Kauaʻi County Council formally adopted the first set of written guidelines for disaster recovery operations, recognizing the increasing threats due to climate change and establishing a recovery management organization with clear kuleana for government and nonprofit roles.
